realtek: rtl931x: Readd MAC_L2_GLOBAL_CTRL2 pinmux

The MAC_L2_GLOBAL_CTRL2 register is primarily used for pin configuration.
It is necessary to select specific modes for pins or to free them for use
as GPIOs.
