Instead of having all kinds of SerDes-related operations in the global pcs config structure, there's now a SerDes ops structure which is intended to cover and separate this. Move the set_autoneg hook to the SerDes ops to adhere to this desired separation. Calling the operation is further encapsulated with a small convenience helper.
